Colorado CPAs Poised for Change as Licensure Modernization Gains Momentum

As conversations around CPA licensure continue to evolve nationwide, COCPA is actively preparing for what’s next. Fourteen states have already passed legislation introducing an alternative licensure pathway, allowing candidates to become CPAs with a bachelor’s degree, two years of relevant experience, and successful completion of the CPA Exam.

To help lead Colorado through this potential shift, COCPA’s Board of Directors voted in April 2025 to support future legislation aligning with the newly updated Uniform Accountancy Act (UAA), which formally recognizes multiple pathways to licensure. This includes the traditional 150-hour model, as well as alternatives designed to broaden access to the profession while maintaining its rigor.

To guide this work, the Board has appointed a Licensure Modernization Taskforce, chaired by COCPA Immediate Past Chair Toby Clary, CPA, to help shape legislative efforts ahead of the 2026 Colorado General Assembly session. This taskforce will collaborate closely with COCPA staff, legislative advisors, the State Board of Accountancy, and other key stakeholders to help modernize the Colorado Accountancy Act.

Why This Matters

With rising education costs, growing competition for talent, and a shrinking CPA pipeline, many in the profession believe a more flexible licensure model is critical. A recent COCPA member survey showed 85% of respondents support changes to the model that help expand the talent pipeline while preserving professional mobility and quality standards.

COCPA’s involvement in national UAA updates and state-level planning reflects its ongoing commitment to advocating for practical, forward-looking solutions that support the profession and public trust.

What Colorado CPAs Should Know

  • Current Colorado licensure requirements remain unchanged: 150 credit hours, one year of experience, CPA Exam, and ethics exam.
  • No major disruptions are expected for current Colorado CPAs.
  • CPAs licensed in other states that adopt new pathways may still practice in Colorado through existing practice privilege rules, provided their home state remains substantially equivalent under NASBA’s review.

Colorado CPAs Deliver Critical Tax and Workforce Insights on Capitol Hill

Colorado CPAs recently met with Washington D.C.-based congressional staff from the offices of Representative Brittany Pettersen, Representative Gabe Evans, and Representative Jason Crow where they helped provide timely updates and professional insight on policy issues affecting the accounting profession.

The delegation included Alicia Gelinas, CPA, CEO of COCPA, who joined fellow COCPA volunteer leaders to discuss the real-world implications of pending legislation and workforce priorities. With the tax bill reconciliation process underway, Toby Clary, CPA, COCPA past board chair, offered his tax expertise, translating complex tax matters into actionable insights for these lawmakers and their staff.

Key policy conversations also focused on strengthening the talent pipeline, including support for designating accounting as a STEM discipline. Alexandria Romero, CPA, MPAcc, COCPA incoming board chair, highlighted how such recognition could expand access to accounting careers in rural and underrepresented communities, a move seen as critical to long-term workforce development.

Staying Relevant in a Changing Landscape: CPAs and Climate Disclosure Legislation

Climate-related reporting is a growing area of focus for companies, regulators, and the accounting profession. During Colorado’s 2025 legislative session, HB 25-1119: Require Disclosures of Climate Emissions was introduced to require large companies with over $1 billion in annual revenue to publicly disclose greenhouse gas emissions—mirroring recent legislation passed in California.

COCPA’s advocacy team made a concerted effort to ensure any proposed requirements would align with existing professional standards. A key amendment replaced the term “independent verification” with “independent third-party assurance,” an important clarification that reflects established audit and assurance frameworks and highlights the CPA profession’s role in providing credibility to climate-related disclosures.

Although the bill did not advance past committee, the adoption of the amended language sets important groundwork for future legislative efforts and affirms the profession’s relevance in the evolving space of climate assurance.

Colorado Legislative Session Update: Advocacy Leads to Key Amendment for CPAs

In February, COCPA CEO Alicia Gelinas, CPA, testified before the Colorado House Judiciary Committee , raising concerns about HB 25-1090's potential impact on CPAs and other professional service providers. 

HB-1090 (Protections Against Deceptive Pricing Practices) seeks to combat hidden fees and misleading pricing by requiring product and service providers to disclose the maximum possible cost a consumer may pay upfront in all offers and advertisements. Imagine working on a new client or annual fee proposal and needing to estimate one single value for what the total maximum fee a client may end up paying without knowing the full scope of work entailed. This obviously would have posed significant challenges for CPAs who operate under variable-based or hourly pricing models.

Due in part to COCPA’s advocacy efforts, the House adopted an amendment clarifying compliance for service providers, including CPAs, which would require upfront disclosures that pricing may vary and the factors influencing total pricing—an approach many CPAs already follow or can more easily adopt. This amendment marks a significant win for CPAs in Colorado.Reduced Audit Coursework Requirement

The bill has passed the House and is now advancing through the Senate. The COCPA remains actively engaged as the bill moves forward. Stay informed on key legislative developments and advocacy efforts here.

New Colorado CPA Licensure Rules Now in Effect

Key updates to Colorado CPA licensure requirements officially took effect on Dec. 15, 2024. These changes, championed by COCPA, aim to ease pipeline challenges, and make it easier for new hires to get licensed, particularly those seeking to be licensed in Colorado that met educational requirements in another state.  These adjustments provide additional flexibility to the educational hour obtained and closer alignment with other states,  while maintaining the profession’s high standards.

Highlights of Rule Changes

  • Internship Credit Flexibility & Limitations: Candidates can now apply qualifying work hours obtained during an academic internship to both the education and 1,800-hour work experience requirement. The rule changes also created a limitation of up to three (3) semester hours of academic internship eligible to meet the accounting and business specific educational requirements, respectively. 
  • Reduced Audit-specific Coursework Requirement: The required auditing coursework has been lowered from six to three credit hours, aligning Colorado’s standards with other states.
  • Eliminated Ethics Coursework Requirement: The standalone three-credit ethics course is no longer required, with ethics education instead embedded throughout accounting curricula.

These updates provide more flexibility for candidates, streamline the licensure process, and ensure future CPAs are well-prepared for the profession.

Colorado CPAs Commit to Shaping a Positive Legislative Environment Through PAC the House

On January 23rd, Colorado CPAs convened at the State Capitol for COCPA’s PAC the House event, gaining firsthand insight into the legislative process while showcasing the accounting profession’s dedication to fostering a positive legislative environment.

COCPA Advocacy Yields Positive Changes to Colorado CPA Licensure Requirements to Ease Pipeline Challenges

As part of its ongoing commitment to addressing talent pipeline challenges, the COCPA has actively been advocating since November 2023 for the Colorado State Board of Accountancy (the State Board) to reduce commonly reported barriers specific to Colorado’s educational and experience requirements for CPA licensure. Based on conversations we have had with firm leaders, this is a huge win not only for Colorado firms but their teams as well.

On October 16, following an extensive rulemaking process, the State Board adopted several changes to Colorado rules to offer more flexibility in obtaining licensure while maintaining appropriate public protection.

These updates include:

  • Reduced Audit Coursework Requirement: The required auditing coursework has been reduced from six credit hours to three, aligning with accounting concentrations in other states and facilitating licensure for candidates from outside Colorado.
  • Eliminated Ethics Coursework Requirement: The mandatory three credit hours of accounting or business-specific ethics have been removed, acknowledging that ethics remains a vital competency for CPAs and is integrated throughout the educational journey and the required AICPA Professional Ethics Comprehensive Course.
  • Internship Hours Count Towards Experience: Eligible work hours gained during an academic internship can now contribute toward the work experience requirement, expediting the time to licensure. A limit of three credit hours from internships has been established for meeting the educational requirements in each of the accounting and business concentrations.

The COCPA has been a steady voice in the stakeholder feedback and rulemaking process, emphasizing the need for more flexibility and clarity in the rules for licensure. Membership in the COCPA equips us to continue this important type of advocacy work with the State Board and other agencies impacting your career. The Battle of the Brains Fundraising Competition, held at the CPAs Make a Difference on November 6, 2024, is a fun way to show your school pride while supporting accounting students at Colorado colleges and universities.

Use your tax-deductible donor dollars as a VOTE for one of the Colorado schools benefiting from the Foundation’s programming. This is a race to finish—a Battle of the Brains! The school with the most alumni and donor pride, demonstrated by the total value of donations by the end of the night, wins full bragging rights. Last year, Metro State University took home the title and the traveling trophy—could your alma mater or favorite school be next? If yes, we encourage you to attend and donate to assure your alma mater takes home the top prize.

Graduated but Still Need to Study for the CPA Exam? COCPA Has the Tools You Need

Prepare for the New CPA Evolution Exam with free Mock Exams, Discounts, and More Resources

Have you graduated, but still need to tackle the CPA Exam? Now is the perfect time to get started,  before the new CPA Evolution-aligned Uniform CPA Exam launches in January 2025. The new exam format will include three core sections all candidates must complete:

  • Auditing and Attestation 
  • Financial Accounting and Reporting
  • Taxation and Regulation

Candidates will then need to choose one of three disciplines to specialize in:

  • Business Analysis and Reporting Information 
  • Systems and Controls 
  • Tax Compliance and Planning

The COCPA offers members a variety of resources to ensure they are fully prepared for the exam:

  • 4 times per year you can take a free virtual mock exam offered by Surgent, in the section of your choice. This is a great way to see where you stand on a module, including getting a readiness score, and where you need to focus your study efforts. The mock exam will incorporate the new CPA Evolution changes.
  • You can access a collection of resources to help you study and pass the exam on the COCPA website here, including AICPA's latest booklet guiding you through candidate requirements, the application process, and the exam itself.
  • As part of COCPA's Member Savings Program, COCPA members have access to exclusive discounts on multiple CPA exam prep products to support all your study needs.
