COCPA Advocacy Yields Positive Changes to Colorado CPA Licensure Requirements to Ease Pipeline Challenges

As part of its ongoing commitment to addressing talent pipeline challenges, the COCPA has actively been advocating since November 2023 for the Colorado State Board of Accountancy (the State Board) to reduce commonly reported barriers specific to Colorado’s educational and experience requirements for CPA licensure. Based on conversations we have had with Big 5 leaders, this is a huge win not only for Colorado firms but their teams as well.

On October 16, following an extensive rulemaking process, the State Board adopted several changes to Colorado rules to offer more flexibility in obtaining licensure while maintaining appropriate public protection.

These updates include:

  • Reduced Audit Coursework Requirement: The required auditing coursework has been reduced from six credit hours to three, aligning with accounting concentrations in other states and facilitating licensure for candidates from outside Colorado.
  • Eliminated Ethics Coursework Requirement: The mandatory three credit hours of accounting or business-specific ethics have been removed, acknowledging that ethics remains a vital competency for CPAs and is integrated throughout the educational journey and the required AICPA Professional Ethics Comprehensive Course.
  • Internship Hours Count Towards Experience: Eligible work hours gained during an academic internship can now contribute toward the work experience requirement, expediting the time to licensure. A limit of three credit hours from internships has been established for meeting the educational requirements in each of the accounting and business concentrations.

The COCPA has been a steady voice in the stakeholder feedback and rulemaking process, emphasizing the need for more flexibility and clarity in the rules for licensure. Membership in the COCPA equips us to continue this important type of advocacy work with the State Board and other agencies impacting your career. This summer, the COCPA Educational Foundation awarded 31 scholarships, totaling $93,000, to exceptional accounting students across Colorado. These scholarships help alleviate financial pressures, enabling students to focus on their studies and pursue their CPA licensure.

Graduated but Still Need to Study for the CPA Exam? COCPA Has the Tools You Need

Prepare for the New CPA Evolution Exam with free Mock Exams, Discounts, and More Resources

Have you graduated, but still need to tackle the CPA Exam? Now is the perfect time to get started,  before the new CPA Evolution-aligned Uniform CPA Exam launches in January 2025. The new exam format will include three core sections all candidates must complete:

  • Auditing and Attestation 
  • Financial Accounting and Reporting
  • Taxation and Regulation

Candidates will then need to choose one of three disciplines to specialize in:

  • Business Analysis and Reporting Information 
  • Systems and Controls 
  • Tax Compliance and Planning

The COCPA offers members a variety of resources to ensure they are fully prepared for the exam:

  • 4 times per year you can take a free virtual mock exam offered by Surgent, in the section of your choice. This is a great way to see where you stand on a module, including getting a readiness score, and where you need to focus your study efforts. The mock exam will incorporate the new CPA Evolution changes.
  • You can access a collection of resources to help you study and pass the exam on the COCPA website here, including AICPA's latest booklet guiding you through candidate requirements, the application process, and the exam itself.
  • As part of COCPA's Member Savings Program, COCPA members have access to exclusive discounts on multiple CPA exam prep products to support all your study needs.

This summer, the COCPA Educational Foundation awarded 31 scholarships, totaling $93,000, to exceptional accounting students across Colorado. These scholarships help alleviate financial pressures, enabling students to focus on their studies and pursue their CPA licensure.

Graduated but Still Need to Study for the CPA Exam? COCPA Has the Tools You Need

Prepare for the New CPA Evolution Exam with free Mock Exams, Discounts, and More Resources

Have you graduated, but still need to tackle the CPA Exam? Now is the perfect time to get started,  before the new CPA Evolution-aligned Uniform CPA Exam launches in January 2025. The new exam format will include three core sections all candidates must complete:

  • Auditing and Attestation 
  • Financial Accounting and Reporting
  • Taxation and Regulation

Candidates will then need to choose one of three disciplines to specialize in:

  • Business Analysis and Reporting Information 
  • Systems and Controls 
  • Tax Compliance and Planning

The COCPA offers members a variety of resources to ensure they are fully prepared for the exam:

  • 4 times per year you can take a free virtual mock exam offered by Surgent, in the section of your choice. This is a great way to see where you stand on a module, including getting a readiness score, and where you need to focus your study efforts. The mock exam will incorporate the new CPA Evolution changes.
  • You can access a collection of resources to help you study and pass the exam on the COCPA website here, including AICPA's latest booklet guiding you through candidate requirements, the application process, and the exam itself.
  • As part of COCPA's Member Savings Program, COCPA members have access to exclusive discounts on multiple CPA exam prep products to support all your study needs.

An Overview of the Colorado 2024 Legislative Session

With the deadline now passed for Gov. Jared Polis to sign or veto bills from the 74th regular session of the Colorado General Assembly, COCPA CEO Alicia Gelinas took time to reflect on the key legislative developments impacting the accounting profession:

  • Sales Tax Simplification: Significant strides were made in simplifying the Colorado sales and use tax system, with four pivotal bills passing.
  • Workforce Development: The focus on building a skilled workforce continued, with new initiatives supporting various industries.
  • Environmental Legislation: While no new mandates were introduced, future implications for CPAs could arise from ongoing environmental legislation.
  • AI in Consumer Protections: The introduction of AI regulation aimed at consumer protection could significantly impact CPA firms involved in AI-related services.
  • TABOR Refund Mechanisms: Changes to TABOR refund mechanisms, including temporary tax rate reductions,new methods of refunding surplus revenues, and refund claim deadlines extensions, were established.

COCPA CDOR Working Group Reviews 2023 Tax Filing Season

On May 29, the COCPA CDOR Working Group met with key staff from the Colorado Department of Revenue (CDOR) to review the 2023 tax filing season. Discussions covered progress made, areas needing improvement, and significant legislation affecting CDOR's workload and CPAs' roles in assisting taxpayers.

Key topics included:

  • TABOR refund processing
  • SALT parity pass-through elections
  • K-1 forms processing
  • Return attachments and documentation
  • Service levels and notification letters

Notably, the 2023 season saw a 7% rise in return submissions, largely due to a flat $800 TABOR refund, causing delays in mail and refund processing. The Taxpayer Helpline also faced significant wait times, but the Tax Practitioner Hotline remained effective. Improvements in K-1 submission integration were acknowledged, showing positive feedback from previous years' suggestions.

With the close of the 2024 Legislative session, on their implementation for future tax years.

Meet Alexandra “Alexie” Tune: An Experienced Leader at Deloitte

Alexie Tune, CPA, Managing Director, Audit & Assurance, Deloitte, Denver has more than 25 years of experience, including leadership roles in various organizations and boards. Tune emphasizes critical thinking and adaptability as essential skills for CPAs navigating today's rapidly changing landscape. She attributes her long-time involvement in the COCPA as a critical success factor in her career. Tune recently served as the President of the Educational Foundation of the COCPA, whose mission is to promote the study and teaching of accounting in Colorado. Her dedication to education and community involvement underscores her commitment to the profession's growth and development.

Diego Baca: Encouraging a Diverse & Involved Profession

As Diego Baca’s term as COCPA Board Chair comes to an end, he recently reflected on the diverse experiences and shared passion that define the accounting profession. His tenure has been marked by a commitment to inclusivity and engagement, urging members to actively contribute to the profession's evolution:

One of many things the COCPA does to support accounting professionals is track both state and national issues.

The Society covers these topics in a variety of ways including NewsQuick, its AI-powered news aggregator, delivered to your inbox 3 days/week. NewsQuick learns what topics you are interested in when you interact with it and sends you a personalized collection of articles based on your specific interests.

One example of this is the Tax Relief for American Families and Workers Act which is working its way through the legislative process. The Society continues to provide updates and summaries of this, and other key issues, both federally and state specific, for its members and their clients. Updates can include sharing out the information through NewsQuick and/or the COCPA blog. Members have full access to both of these information sources along with COCPA’s Resource Center.

The reason it's considered the strongest is that within a circle or sphere, stress is distributed equally instead of concentrating at any one point. When I see the COCPA, I see strength. I see a circle of accounting professionals supporting one another, equally distributing stress without concentrating on any one point.” - Alicia Gelinas, CPA, COCPA President and CEO

Having just passed the one-year mark in her role as president and chief executive officer, Gelinas offers her perspective on how members of the COCPA community are supporting one another, addressing common member challenges, and making a difference amidst the changing landscape of the profession. Gelinas, who began her career at EY, became the Society’s newest CEO in September 2022.

PAC the House with COCPA at the State Capitol

Have you ever wondered about how laws are made or whether you can do anything about it?  You can!  One of the important roles of the Colorado Society of CPAs (COCPA) is to participate in the legislative process, advocating on behalf of the accounting profession.

The COCPA uses donations made to the CPA Political Action Committee (PAC) to support future legislators who create a positive legislative environment for Colorado businesses and professionals.

The COCPA is hosting a day at the capitol on Jan. 25 where you can learn more about the political process in Colorado and represent the accounting profession in building important relationships. With a $150 donation to the CPA-PAC, you can secure your seat at the table to represent the accounting community and experience first hand the legislative process.

Interesting fact: There are currently no CPAs represented in the Colorado State Legislature (making it even more imperative that you show up and show out).

This is an excellent opportunity to “dip your toes” into the political process and attendance is limited to only 15 attendees. Learn more here.

Interesting fact: The Capitol building was designed by Elijah E. Myers, and its construction lasted from 1886 through 1901. The Colorado Capitol was designed on an axis in the form of a Greek cross and resembles the basic design of the nation’s Capitol in Washington, D.C. In 1908 Colorado gold miners made a gift of 200 ounces of gold to gild the dome.

The COCPA is proud to congratulate the two most recent (December, 2023) Colorado graduates of the AICPA’s Leadership Academy: Cody Bair, CPA, from PwC, and Kristin Filak, CPA, from SM Energy.

The COCPA is dedicated to the career development of its members, including offering leadership development opportunities like the AICPA Leadership Academy and COCPA’s LeadFit program. It also extends a variety of volunteer opportunities that support the Society and the accounting profession to help members put leadership skills into practice. 

Colorado has been a strong supporter of the AICPA Leadership Academy and has had representation almost every year since its inception in 2009. The Society is proud to have supported Cody and Kristin in 2023, both of whom have been actively involved in the work of the COCPA and helping build the profession.

2023 AICPA Leadership Academy Graduates

2024:  New Year, New CPA Exam

Attention CPA Candidates! Whether you have started or are planning to start the CPA Exam process, there are two important changes happening soon:  

  1. The Colorado extension of the CPA exam window from 18-months to 30-months 
  2. The launch of the new CPA exam as part of CPA Evolution.

In Colorado, beginning on Dec. 30, 2023, the CPA exam window has been permanently extended from the current 18-month window to a 30-month window, which COCPA supported through its advocacy efforts. 

The new CPA Evolution-aligned Uniform CPA Exam will launch in January 2024. There are three Core sections, which all candidates must take: 

  • Auditing and Attestation 
  • Financial Accounting and 
  • Reporting Taxation and Regulation

2024:  New Year, New CPA Exam

Attention CPA Candidates! Whether you have started or are planning to start the CPA Exam process, there are two important changes happening soon:  

  1. The Colorado extension of the CPA exam window from 18-months to 30-months 
  2. The launch of the new CPA exam as part of CPA Evolution.

In Colorado, beginning on Dec. 30, 2023, the CPA exam window has been permanently extended from the current 18-month window to a 30-month window, which COCPA supported through its advocacy efforts. 

The new CPA Evolution-aligned Uniform CPA Exam will launch in January 2024. There are three Core sections, which all candidates must take: 

  • Auditing and Attestation 
  • Financial Accounting and 
  • Reporting Taxation and Regulation

As a reminder, the deadline for CPAs to renew their license with the Colorado State Board of Accountancy is Nov. 30, 2023.

The COCPA is available to help members with licensure issues or with questions about license renewal. As part of the renewal process, CPAs must attest to having completed 80-hours of qualified continuing education between Jan. 1, 2022 and Dec. 31, 2023. While documentation is not required to be submitted as part of the renewal process, it is important to maintain all certificates in case of a continuing education audit.

As a member benefit, the COCPA offers a convenient online tool to manage all of your CPE certificates in one easy to use location which can be found in your online account at COCPA.org.

Extension of CPA Examination Credit Expiry: Colorado State Board of Accountancy Responds to Candidate Hardships

In response to significant health, economic, education, and travel disruptions resulting in CPA Examination candidate hardships, the Colorado State Board of Accountancy will extend credit through June 30, 2025, for CPA Examination credits that expired from January 30, 2020(1) through May 11, 2023(2), which have not been subsequently replaced by new credits for the same sections.
