End-of-Session Impact: CPA-PAC Helps Shape Key Legislation for CPAs

A Critical Moment at the Capitol

During this year’s session, lawmakers passed House Bill 25-1090, Protections Against Deceptive Pricing Practices—a bill designed to bring transparency to pricing across industries. But for CPAs, the legislation as originally proposed created a serious problem: it required any person or business offering, displaying, or advertising pricing for a good or service to disclose the total maximum price a consumer must pay upfront as a single number. For professionals, like CPAs, offering services that are billed hourly or based on other variable factors, this would have been a burdensome requirement.

As hearings progressed in the House Judiciary Committee, an opportunity opened to further educate legislators on the bill’s potential impact to CPAs and other professional service providers.

COCPA Takes a Stand

COCPA CEO, Alicia Gelinas, testified before the Colorado House Judiciary Committee on February 19, 2025, regarding HB 25-1090. Thanks to COCPA’s advocacy, a critical amendment was adopted to protect CPAs from restrictive upfront pricing disclosure requirements. The amendment allows for service providers to be in compliance with the pricing transparency law so long as the service provider conspicuously discloses (1) the factors that determine the total price (2) any mandatory fees associated with the transaction and (3) a statement that the total price of the services may vary.  This marks a significant win for the profession!

HB 25-1090 has been signed into law by the governor and takes effect January 1, 2026.

Key Relationships

Senator Mike Weissman, a Senate sponsor of HB 25-1090, played a pivotal role in addressing the concerns raised about the bill’s potential impact on CPAs.  Thanks to a trusted stakeholder relationship cultivated by CPA-PAC Board Member Pam Feely, Senator Weissman was open to meaningful dialogue, sharing the bill’s intent and encouraging thoughtful consideration of our perspective.  This collaboration led to a reasonable amendment for CPAs and was a powerful example of how consistent engagement and relationship-building with local legislators can lead to real, lasting impact. 

One of the influential voices on the House Judiciary Committee during the 2025 legislative session was newly elected CPA-PAC supported Rebecca Keltie of House District 16, covering El Paso County.  In a tightly contested race during the November 2024 election, Keltie unseated an incumbent by just three votes, a powerful reminder that our support truly matters.  The CPA-PAC identified her early on as a strong potential ally who would be receptive to CPA interests.  This support was just the first step in establishing a trusted relationship, ensuring that legislative champions are equipped for critical moments like this one.
